How is anyone non-technical supposed to figure out if a website is legit or not? We should do better.

Payment portals are the absolute worst, especially at the local level. I want to find the contract firms that are building these and figure out how what the heck is going on.

This is a solved problem, just add some plain text at the top of the page stating it's an official site. Impenetrable.
