Actually, according to this graph there is no such decline. Literacy went up in half of the countries and down in the other half. It's a wash. Probably in the noise. And numeracy went up overall, so more people can read graphs.

I have a doubt, if the Nordic coutries were supposed to be almost perfect 15 years ago, how is it possible that they have improved so mucho now? They should have not enough room to improve if they were already perfect.
