In the absence of effective law enforcement, peace and prosperity are unattainable. This contention, articulated most famously by classic thinkers such as Thomas Hobbes and Max Weber, has long been foundational in social theory. However, if your familiarity with the literature on policing in limited to contemporary sociology, you are presented with a starkly different view—one in which law enforcement is presented as an institution of racial oppression and violence rather than a mechanism for public safety. Like many bad ideas born in the ivory tower, the anti-police sentiment favored by sociologists and criminologists has found its way into mainstream journalism and political debates. Following the 2020 murder of George Floyd, calls to “defund the police” gained traction, bolstered by social movements and academic scholarship. This ideological shift led to reductions in law enforcement driven by policy changes and declining morale among officers. Recruitment and retention of police officers have also suffered in this climate of hostility. The consequences of de-policing have been devastating in many urban communities. The anti-police mentality in sociology and much of academic criminology is politically driven, empirically flawed, and harmful to public safety. This special issue seeks to offer a necessary course correction by elevating research, theory, and commentary that illuminates the various ways policing promotes – or could promote – public safety and social order."
So why did ICE detain her, and keep her locked up for so long? A possible answer began to emerge over the weeks she was incarcerated. As Karen got to know the guards at the Northwest ICE Processing Center where she was held, she kept hearing the same thing from them: that ICE officers are paid a bonus every time they detain someone. "Individual ICE agents get money per head that they detain - the guards told me that," Karen says. It's no secret that the Trump administration has been pouring money into ICE. Its annual budget - $6bn a decade ago - is now $85n; ICE is now the highest - funded law enforcement agency in the US. Since last August, new recruits can expect to receive a signing-on bonus of up to $50,000. Karen's experience has left her convinced that ICE agents are being given even more incentives - to arrest and detain anyone they possibly can, even blameless tourists who have all the paperwork they need to be in the US. Within days of Donald Trump's second inauguration on 20 January 2025, his administration ordered ICE officials to detain more people, with new quotas that would increase the total number of arrests from a few hundred to 1,200-1,500 a day. Reports immediately began to emerge of international travellers being detained by ICE officers.

The legal change suggested that Japan had become a magnet for illegal immigrants, whose presence was leading to a rise in crime and antisocial behaviour – claims amplified on social media and in conservative newspapers. It also coincided with a post-pandemic rise in the number of foreign workers arriving in Japan – mainly young men and women from other countries in Asia who are needed to fill a gaping hole in the workforce, as Japan confronts a future of seemingly irreversible population decline.

“The bill also includes the government's proposed "Respect Orders". These court-imposed restrictions will be similar to the Anti-Social Behaviour Orders (Asbo) developed in the Tony Blair era, then scrapped by the Conservatives and Liberal Democrats coalition a decade ago. While Asbos were popular with voters, critics say the restrictions often became unworkable or poorly enforced. The proposed Respect Orders allow courts to impose restrictions on an individual's behaviour, just like an Asbo. But they would also be able to compel them to attend programmes such as addiction treatment or anger management courses to change their ways.”
