With update 38.6, Valence Formation and similar now correctly boost status proc damage. They're always an element bonus, additive with element mods for direct AND proc damage. It no longer adds to status proc damage mods. These buffs are still non-combining. As such this now seems fully fixed!

For clarity: Toxin, electric, heat, and gas proc damage is boosted by additive elemental bonus from frame abilities now if that exact type is the buff. Heat/toxin buffs don't buff gas procs. Blast does NOT get any such buff as blast procs ignore element bonuses entirely.
