What Policymakers Can Do Streamline and Standardize Quality Measurement: Policymakers should build on efforts such as the Core Quality Measures Collaborative and the CMS Universal Foundation to align quality measures across Medicare, Medicaid and commercial payers.7 For primary care, reporting should be limited to high-value measures tied to meaningful outcomes and fundamental care functions such as continuity and comprehensiveness of care.6 Reduce Redundant Reporting: CMS and other regulators should mandate interoperable, standardized digital reporting that allows direct extraction of quality data from certified EHRs.4 Limiting the total number of externally required measures to those that are highst value would reduce administrative load on primary care c

The Costs of Primary Care Administrative Burden A study of office-based physicians found almost 50% of their time during the office day was spent on EHR and desk work, with only 27% of their time spent on direct clinical face time with patients. In addition, physicians reported one to two hours of after-hours work nightly, spent mostly on EHR-related tasks.7 Another study found that primary care physicians in the U.S. spend $20.49 in administrative costs to receive payment for every service that generates roughly $100 in revenue.
