Well, the tesserae (remember, it's just a Venus-specific morphology term) are generally interpreted as the oldest preserved stuff on the planet (left on this figure). But these adjacent plains are interpreted to be the *youngest* units (pink and red units).

We see a similar thing—small folds, in some instances deforming and thus being younger than the young plains, with the same broad orientation as the much larger folds in the tessera—along the margin of the other major highland, Ishtar Terra in the north, as well.
