was caused by hard links usage on the outdated version i was using. went against both my assumptions that Windows' "size on disk" was accounting for hard links, and that PowerToys would update via MS Store 😅 thanks to the PowerToys dev for reaching out though!
i installed it for a single shortcut btw. 😅
