In 1988 there were 4,500 empty houses. In 1994; 3,700. As recently as 1997; 1,700. It has also had a homelessness problem that entire time.

(Don't get me wrong, whole swathes of housing estates had to be demolished in the 80s, 90s and 00s due to them having been built and/or maintained so badly that they were beyond saving. This partly explains why so many were empty; they were uninhabitable or folk flat our refused to live in them.)
