Sam's 9-5 is working for the government, and while Ross's proposal of bringing back the Avengers was rescinded, I'm assuming Sam and Joaquin reforming the Avengers would still mean it's funded and part of the government, same as the "New Avengerz." So there are 2 Avengers teams with the government?

The ENTIRE movie has so much exposition for people who didn't watch The Falcon and the Winter Soldier, The Incredible Hulk, and Eternals. This is the reason why I tell people you don't need to watch the TV shows going into these movies, but it's very obvious for the people who have.
