Hello David Patman, I was reviewing the administrative report, executive summary, and map for the Reduced Speeds Pilot and I have a few questions that maybe you or someone on the team can help me with. https://dmis.winnipeg.ca/ViewMeeting?documentId=28146&sectionId=813182 1. Does the information included in this PW agenda item encompass the complete report? Are these the complete findings from the pilot? Was the pilot limited to collecting data on public sentiment, excluding traffic numbers and actual driver behaviour? I ask because the report as presented in the agenda lacks concrete data on how drivers, cyclists, and pedestrians changed their behaviour within the pilot areas. 2. Previously when you spoke to the EPC or Council about the merits of 30km/h vs 40km/h, you suggested (I'm paraphrasing here) that 40km/h was ineffective at greatly increasing safety and that 30km/h is preferable. I don't see that sentiment anywhere in the report. Did the city collect data on this from other cities? If so, why wasn't this data included in the report? 3. Was the written report changed significantly at some point? Did an earlier version of the report suggest 30 km/h over 40 km/h as the ideal speed, and was this recommendation later changed due to apparent lack of political support for 30km/h? 4. There is mention in the report that some areas of Winnipeg could support a 30 km/h speed limit, but the concept map does not outline any areas considered for 30km/h. Have there been discussions of what areas could be considered for 30km/h. Did the department ever make suggestions for these 30km/h areas?
