Every country on Earth has committed genocide, using that definition. It's a poor definition because of the “in part.” Dresden? Intent to kill only Germans. Irish terrorism? Intent to kill only Brits, must be genocide. Pearl Harbor? Intent to kill all Americans. Every war can be seen that way.
