He also noted two points, somewhat in tension with each other: 1. Wait for SCOTUS to reveal whether Trump has the IEEPA authority to impose these tariffs (the only time IEEPA was mentioned!) 2. There's no point debating tariffs (since we've delegated other ways to impose them).
