I think people underestimate the costs of the "spoiled brat" effect - nominally we have national competition for science funding but the finger on the scales for the golden triangle actually harms us all, including, counterintuitively, researchers at those institutions.
I like you believe agglomeration matters, but IMO it is more than decision making from Westminister on which region gets the money. In terms of Manchester what can we learn in terms of leadership, power, culture, ... that enabled development of core competencies ? What do UK's second cities need ?
