She hasn't turned back to her previous male form yet, despite removing the magic hat. In the fourth and final panel, three spirits of halloween smile and hover overhead. "You're welcome, gal!" they say. Twirl is very flustered: she blushes, gasps, and places her hands on her face, with the realization that her transformation and transition did not end, but in fact became permanent due to her desire to stay this way.
