![One of the most important things we can do to help Ukraine protect its sovereignty and transition to democracy is to help them with their defense capabilities. When the Soviet Union fell in the early 1990s, Ukraine was left with the world’s third-largest stockpile of nuclear weapons. But they signed an agreement with the United States, the United Kingdom, and Russia, stating that if they gave up their nuclear weapons, these three countries would provide for their defense and assure their security. Ukraine upheld their end of the agreement and gave up these weapons. [Author’s Note: This is the Budapest Memorandum]
That agreement was signed in 1994. Now, 20 years later, one of those three countries has not only failed to provide for Ukraine’s defense but has invaded them. Think about what message this sends to other countries that feel threatened by their neighbors. The United States and the free world tells South Korea, Japan, and Saudi Arabia not to develop nuclear weapons because we will protect them. But after seeing what happened to Ukraine, what kind of lesson does this send?
