Your account gets paused when you exceed the free tier. There should have been an in-app notification as well as an email. If there wasn't an email, I can dig in further here for you. You can email me at lee@vercel.com.
These established companies invest so many resources in getting new users and probably nothing to keep existing ones. What would be the cost of making sure you get notifications on all possible channels for a thing like this? Nothing compared to losing users
