I used to use a similar model at the Maplin electronics stores in the UK around 2003. They ran Palm OS of some kind. Maplin had an app that let you scan barcodes and do stock inventory against a local database of stock codes. The handwriting detection was good as well.
Not seen one before, but looks like PalmOS.
Judging by the Graffiti interface I would bet it runs Palm. I would totally grab was to mess with!
