1 in 15 million... what? Per pregnancy? Per year in a population the size of Australia? Per day in a population the size of the world? 1 in 15 million is meaningless - it could indicate vanishingly rare, or 9 times a year (if it's 1 per 15 million live births), or just about anything else
125 million births worldwide in 2025. So these rare events happen several times a year. Also there are roughly 150 sets of quadruplets born in the US each year. Not identicals though.
