In 1941, we started using the Huntington–Hill method of equal proportions. Idk why we had to make it as complicated as possible.

This works by calculating the state with the largest district size and giving it one seat. Than you do the formula again and give whatever state has the higher total another seat. You do this one seat at a time until all seats have been handed out. Each state is guaranteed at least one seat.
