Recent disputes over regional cooperation are well illustrated by Henrico County's proposal to build its own water treatment plant —a plan opposed by Richmond City, which now sells water to Henrico. Richmond has felt the competitive pressure from other areas with consolidated governments, such as Charlotte, Nashville, and Jacksonville, which can resolve jurisdiction disputes and consolidate metropolitan government.
