the actual reason why is that dentistry is an extremely poorly regulated field that doesn't have the same shared understandings of what is and isn't medically necessary compared to the traditional medical side of things and so without benefit maximums (and even with them frankly) dentists will just milk the shit out of insurance companies(and also insurance companies want to make money too and aren't legislated out of benefit maximums in the same way they are on the medical side. plus people are really bad at judging the necessity and effectiveness of care for things in their mouth. if you get a broken leg it's very clear what's gone wrong and when progress is being made whereas you can have a cavity without even knowing it
