In this (currently orthodox) approach, the conga players - after solving for one of four conga positions - must then immediately consider the elements of the other two tether players, while positioning precisely both times. This puts a tremendous amount of cognitive load on the conga players, who are forced to ingest a large number of field elements simultaneously.

The tether players, conversely, only need to know their own tether number - which doesn't even need memorization - and swap between their two static positions.
