Hah! Your dualist thinking is the only illusion here. ALL stairs are ascending and descending at the same time. This image perplexes me not.
I think they're ascending on one side and descending on the other. I just wish I knew which side was which.

I can see nothing except the step closest to the viewer is the highest, and the right and left steps flow downwards to the end furthest from the viewer which is the lowest point. I can’t see this as an optical illusion and idk why.

Fun fact: You can actually make it up these stairs with a backwards long jump.
