I am, yeah as far as I can recall, direct chrome requests have ~always worked (I've seen a few temporary pdsls error messages that generally go away quickly) but goat and curl will only work with a HTTPS_PROXY in place my gut says I need to read up on OpenSSL/LibreSSL

hmm.. maybe a certificate chain issue in your keyring? I think the browser manages its own certs separately so that might explain why it works. Eh, I'm out of my element now so I'll stop guessing. Good luck and let us know if you figure it out.
