I cannot overstate how minor this project is in aid terms. They were spending 2 million a year out of a $52 billion (2014) USAID budget. That's 0.0038%. If the US could spontaneously trigger revolutions half-way across the world with grants like this, I promise you it would happen more.

Everyone claims to champion ordinary working people against the out of touch elites, until ordinary working people rise up and overthrow Putin's puppet regime at which point we learn that when you said 'elites' you actually meant Trisha in HR who said you can't vape at your desk.
Most decent science departments in UK universities receive more grant funding than that annually.
