Road Safety & District Traffic Enforcement Update Traffic enforcement continues across the city, and from July 1 to July 8, officers engaged in 704 enforcement actions city-wide, including 295 Provincial Offence Notices (Part I), 325 warnings, and 84 Part III summonses (requiring a mandatory court appearance). Over the weekend, East and West District Traffic officers joined the Road Safety Unit as part of continued enforcement focused on high-risk driving behaviours across Ottawa including speeding, stunt driving, distracted driving, red-light violations, driving without a licence, seatbelt offences, and unnecessary noise. Three young drivers, ages 21, 22 and 23, were charged with speeding and stunt driving. Two were stopped on Riverside Drive in 60 km/h zones travelling 122 km/h and 108 km/h. A third driver was stopped on Highway 416 near Fallowfield travelling 176 km/h in a 100 km/h zone, with the vehicle owner as a passenger. For the 23-yr-old, it was his second time being stopped for stunt driving in five months. E-Bike and E-Scooter Enforcement On July 5, Road Safety Unit officers conducted targeted e-scooter and e-bike enforcement in the downtown core, the Glebe and Preston Street area. Most riders observed were following the rules, but officers issued one Provincial Offence Notice and several warnings, including for riding an e-scooter on the sidewalk and for underage e-scooter use. The Road Safety Unit continues to collaborate and coordinate with Safer Roads Ottawa, Districts and the Central Neighbourhood Resource Team on targeted e-bike and e-scooter enforcement initiatives, with additional deployments planned throughout July.
To date: The City has received more than 6,700 service requests related to the extreme weather event. The City has received more than 5,700 reports of basement flooding. Solid Waste Services has removed more than 2,500 tonnes of storm-related debris from impacted communities. The City has provided temporary emergency accommodation to 100 residents from 59 households and has addressed all known requests. Ottawa Fire Services and St. John Ambulance have completed more than 2,900 wellness visits. More than 600 residents have accessed information and support through the Community Information Hubs. More than 300 residents attended the information session at Ben Franklin Place yesterday.

The purpose of this memo is to provide the Mayor and Members of Council with an update on the City of Ottawa’s Transportation and Mobility Strategy and Action Plan. The City has created a plan to enhance transit, the road network and parking capacity in the coming months. This is to prepare for an expected increase in traffic this fall, as federal employees assume an increased in-office presence, and classes resume at all levels throughout the region. This plan is designed to make traffic flow better for all our residents. The action plan will be presented to Ottawa City Council for consideration on July 15. This report is available on Engage Ottawa in advance of the July 10 Council agenda publication deadline, to provide Members of Council with as much time as possible to review the report’s contents and staff’s recommendations ahead of consideration by Council. An increase in commuting across the National Capital Region is expected to begin following September 1st. Staff have conducted a network review, coordinated with key partners, and identified 48 potential mobility measures to maintain a reliable and efficient transportation network for residents. The plan establishes a framework for ongoing implementation, monitoring, and adjustments as demand increases. We have also been working with external partners on their own projects. This includes ongoing discussions with the Ministry of Transportation of Ontario, to ensure the ongoing work on Highway 417 is completed before the fall. To manage anticipated pressures, the City is planning coordinated measures to maintain mobility, support network performance, and ensure access to key destinations. While tools exist to address congestion, a proactive approach—identifying pressure points and implementing targeted measures—is key to minimizing impacts. The purpose of this memorandum is to inform the Mayor and Members of Council of a recent Ontario Land Tribunal (OLT) proceeding concerning the new Zoning By-Law 2026-50. The City received 25 appeals applying to various sections of the new by-law. At the first case management conference for these appeals, the City was seeking permission to bring into force sections of Zoning Bylaw 2026-50 that were not directly affected by the appeals. While the Tribunal has not yet issued the formal, written decision, on July 2, 2026, the OLT made an oral decision ordering that the parts of Zoning By-law 2026-50 not included in the 25 appeals may come into force. This decision is retroactive to March 11, 2026, the date of enactment of the new Zoning By-law. As a result of this oral decision, the majority of Zoning By-law 2026-50 is now in force. Minor impacts remain for development in Mixed Used zones given appeals on matters such as angular plane, bicycle parking. The most significant impact is for Neighbourhood Zones where appeals remain regarding the number of units permitted on a lot and rear yard setbacks. Document 1 outlines the provisions of Zoning By-law 2026-50, including the specific addresses and geographic areas of the city, which are currently under appeal and are not yet in force. This detail will be used for both internal and external communications on the status of the Zoning By-law, until the appeals are resolved. The text of Zoning By-law 2026-50 on ottawa.ca is expected to be updated by the end of July. The online version will indicate which provisions remain under appeal. In addition, for site-specific appeals, an *_ will be added to the Zoning Map to indicate the zone code under appeal (ex. *_CM1). Until these updates are completed, please refer to Document 1 for information about the provisions that are not in force. Staff will provide further updates on the status of appeals as information becomes available.
Mayor Sutcliffe and Members of Council, The City's Emergency Coordination Centre remains activated, and we continue to operate in Enhanced Operations to coordinate recovery efforts across City departments and partner agencies. While our Canada Day response has been successfully demobilized, Enhanced Operations remain in place to support storm recovery, ongoing heat conditions, and preparations for the Canada vs. Morocco FIFA World Cup Watch Party at LeBreton Flats. To date: Ottawa Fire Services has responded to more than 700 calls related to electrical hazards, downed power lines, and other storm-related emergencies. Forestry Services continues to respond to more than 150 service requests involving hazardous and fallen trees. Traffic Services has addressed close to 100 traffic signal issues, with the vast majority now resolved. Nearly 2,000 basements experienced flooding as a result of the storm, with investigations and follow-up work continuing. Supporting residents remains at the centre of our recovery efforts. Yesterday afternoon, the Office of Emergency Management established an Emergency Reception and Lodging site at J.A. Dulude Arena to assist residents temporarily displaced from an apartment building on McEwen Avenue. Multiple City services worked together to support affected residents, including Ottawa Paramedic Service personnel who assisted individuals requiring help leaving the building. Temporary accommodations were arranged for those who required them, while many residents were able to safely return home.
Mayor Sutcliffe and Members of Council, I wanted to provide a further update on the City's response following yesterday's severe thunderstorms. While many residents continue to deal with the impacts of the storm, including power outages, flooding, downed trees, and debris, City crews have made significant progress overnight and throughout today in responding to priority issues and restoring services. We remain in Enhanced Operations as our Emergency Coordination Centre (ECC) continues to manage the City's response across the community. At the same time, the City continues to be under an Environment and Climate Change Canada heat alert, and we are adapting our response to help residents safely manage both the ongoing impacts of the storm and the current extreme temperatures. The highest number of requests for service continue to come from Ward 8 (College), Ward 7 (Bay), and Ward 9 (Knoxdale-Merivale). Resources remain focused on these communities, while ensuring response efforts continue across the city based on public safety and operational priorities. Recognizing that some residents remain without power, recreation facilities with pools in the most impacted areas will also provide access to showers to help residents stay safe and comfortable during the heat event. Updated information on participating facilities and hours of operation is available on ottawa.ca. Residents can also use Ottawa Public Health's interactive map on the Extreme Heat and Humidity - Ottawa Public Health webpage to locate cooling options and other places to find relief close to home.
The purpose of this email is to advise that damage was discovered on the overhead catenary wires (OCS) east of uOttawa Station during an overnight inspection. As a result, trains will need to bypass the section on one track. Rideau Transit Maintenance (RTM) teams are onsite to assess the damage and determine a repair and service restoration plan. Customers can expect for the rest of the service day: Line 1 service continues to operate between Tunney’s Pasture and Blair stations, approximately every eight minutes Service is operating on the westbound platforms only at uOttawa, Lees and Hurdman stations E1 bus service from Blair to downtown is being enhanced with additional buses to better support customers During the morning peak period, R1 bus service will be available from Tunney’s Pasture to Rideau station to supplement Line 1 service Staff will be at stations throughout the day to assist customers on their trips. Information is being shared with transit customers through social media, text alerts, web updates, and station announcements. We thank our customers for their patience during this incident and updates will continue to be shared as more information becomes available.
