If this is the main planned event space for regular events, is space always going to be kept for pedestrians going north-south?

People are rightly at least somewhat worried about the pedestrians/cycling conflict. These things have to be carefully managed. But not just at the design level, at the network level too. If you really want to avoid too many people cycling via College Green, just get on with the Liffey Route.
