Only $1 million? It's a steal.
I bought a house in similar condition in NC for 1/10 the price and it was a lot of bootstrap pulling - should've just knocked it down and started over but eventually it was quite comfortable

Possibly being sold with the idea that it would be a tear-down anyway, so sprucing it up for the buyer would be pointless.
