And it does, at least to some extent. Interest rate shock very visible in sale prices across the bay. Less prominent, but still pretty visible in US-wide indexes. Can't find a good source for Emeryville specific prices over the same time period though (Redfin only gives me back to June 2021)

Right but this conversation is being framed around what individual jurisdictions are/aren’t doing to have an impact on the housing market. So broad impacts related to mortgage rates aren’t super relevant.
