Cooking the numbers before they go in the books. With your experience, you could probably explain it well.

Thank you for your valuable insight to this craziness!! I worked for the govt for 45 years & cannot believe this is happening. There is a process to reduce the size of govt, but this is not it. Use attrition, early out, & or reduce replacements ( you lose 3 ees, you get 1)
