What point is she trying to make? It seems to be that we don't need to change the Code. "We really hate to do this, but the law, you know. FWS and all that. Such a shame!"

It really irks me that the act doesn’t contain the word ‘spaces’ at all. Not once.
So we've managed without any problems for decades, in that there have been huge problems for decades, but we can manage that by making no changes because the law causes no problems, except for the problems that have been caused by the law. I love clarity.
Absolute proof this is about metaphysics and ideology.
