The only case I can think of for drones is for pursuits, but to stop cops from chasing people and killing pedestrians.

Unless out skies are just FILLED with drones, there's no way drones could have prevented the latest shootings. Not even if they were out there. Mayor Frey is just a dumb piece of shit.
This mass shooting in Uptown would not have happened had the police been able to deploy a drone 30+ mins after showing up at the scene like at the Hortmans’ home.
All the tools, huh?… like creating jobs, housing, economic stability, etc.? Weird he didn’t mention any of the things that would actually prevent crime, but just fancy expensive tools to respond to crimes and line the pockets of rich corporations…
A cynical person might start to think the mayor is part of a system of corruption that steals money from an urban tax base in order to enrich itself through kickback contracts.
