Getting SNAP benefits is a tedious process. I helped my ex-husband as he is computer illiterate, and all the steps and info required was daunting. Then he had to renew every 6 months even though he was disabled from being shot and having heart attacks and strokes.

Can confirm. When I was on SNAP the first time, I had to be screened in person by a case manager who verified my Social Security info and financial situation. The second time, I filed online and my info/finances were again verified through public records and phone calls.

I got food assistance briefly when the company I worked for went out of business & I lost my job suddenly, thru no fault of my own. The company was required to provide the state with a list of employees affected and we legally got unemployment & food assistance for a specific time period.

I personally have yet to see any city, state and federal programs that took a person's word as verification. Some places you have to show identification to get in the door. Ever go for jury duty, and show them "the invitation they sent," and not have to show identification? They invited you.
One of the reasons welfare programs cost so much is because of the hostile and arbitrary system that exists only to prevent you from accessing vital services. Due to these administrative costs, it would actually be cheaper to just give people money based on their word.
